You're right, Masa Harina is de-hydrated masa dough, so on paper your idea of grinding up the soaked corn (after drying it out) should work but to be honest I've never tried that before and I think I would be more likely to try a couple other ideas first: A low-and-slow bake in a 250-300F oven might dry out the wet masa dough enough.
